First Principle

New Mechanisms for Consulting Regional Stakeholders

In order to ensure that each region’s perspective is taken into account during the development of a bill or regulation, or the implementation of a program or initiative, the government will adopt a new consultation mechanism which will:

Identify the characteristics that a regional body is required to meet in order to be considered one of the government’s privileged interlocutors for questions dealing with regional issues

Initiate changes that will ultimately allow for better consultation with citizens in the development of regulations, programs, initiatives or government orientations as they pertain to regional realities

Require affected ministries to hold consultations with relevant regional representatives and stakeholders in the development of regulations, programs or initiatives

Identify a mechanism for publishing consultation reports that would become public and allow the regions to exert public pressure on the government

Help reposition local elected officials as privileged partners in governmental action
